When Zenless Zone Zero Version 3.0 arrived, I expected a few balance shifts and maybe a new team archetype or two. What I didn’t expect was a Stun character that would completely change how I look at the role.

Norma Hollowell isn’t your typical Stun agent. After spending a good amount of time testing her in endgame content, running Shiyu Defense, and experimenting with different team compositions, one thing became clear: she feels much closer to a hybrid damage dealer than a traditional controller.

Naturally, that brings us to the big question many players are asking right now: Is Norma’s signature W-Engine, Head Lackey, worth pulling?

After comparing it against alternative options and looking at how it affects real gameplay rather than just spreadsheet numbers, I think the answer is more interesting than a simple yes or no.

Why Norma Feels Different From Other Stun Agents

Most Stun characters in Zenless Zone Zero have a straightforward objective. They build Daze, trigger Stun, and then step aside while the main damage dealer takes over.

One thing many players underestimate is how valuable CRIT Rate becomes on Norma.

With older Stun characters, critical stats were often considered luxury investments. You focused on Impact first and everything else second.

This turns Norma into a legitimate secondary damage dealer rather than a pure utility character.

Against Fire-weak enemies, the difference becomes extremely noticeable.

There were multiple situations where Norma’s personal damage contributed far more than I expected from a Stun agent.

The Real Reason Players Want This Weapon

Let’s be honest.

Nobody is talking about Head Lackey because of the Impact stat.

The reason people are excited is the team-wide damage buff.

Whenever Norma uses her EX Special Attack, the weapon grants a squad-wide damage increase that can stack multiple times.

At maximum stacks, the total bonus reaches an extremely powerful level.

What makes this effect so strong isn’t just the size of the buff.

It’s the uptime.

Norma naturally wants to use EX Special Attacks throughout combat anyway. That means the weapon’s strongest effect fits directly into her normal rotation without requiring awkward adjustments.

In actual gameplay, maintaining the bonus feels surprisingly easy.

For endgame content where every second matters, that kind of passive team amplification can make a major difference.

Steam Oven

For free-to-play players, Steam Oven remains a respectable choice.

The problem is that its mechanics don’t perfectly align with how Norma wants to play.

You often end up balancing energy management in ways that feel less natural than with Head Lackey.

Still, if you’re saving for future characters, this option is absolutely capable of clearing content.

Demara Battery Mark II

This weapon works, but it never truly feels optimized.

You gain some utility, but much of its value isn’t tailored to Norma’s strengths.

I would only recommend it if your account lacks stronger alternatives.

Should Free-to-Play Players Pull?

This is where things get complicated.

As powerful as Head Lackey is, Zenless Zone Zero remains a character-focused game.

New agents generally provide more account value than weapon upgrades.

If your roster is still developing, saving Polychromes for future banners is often the smarter long-term strategy.

Even though Head Lackey is exceptional, a well-built Norma can still perform effectively using accessible alternatives.

For strict F2P players, I would usually recommend prioritizing roster expansion first.

One interesting thing I’ve noticed across discussions is that players aren’t valuing Head Lackey solely because of Norma.

They’re valuing it because of its flexibility.

Unlike some signature weapons that become useless outside their intended character, Head Lackey offers benefits that can potentially remain relevant for future Stun agents as well.

That gives it a level of long-term security many signature weapons simply don’t have.

Whether Norma remains meta six months from now is impossible to predict.

Final Verdict

After spending considerable time with Version 3.0, my conclusion is fairly simple.

Head Lackey is one of the strongest and most valuable Stun W-Engines released so far in Zenless Zone Zero.

It improves Norma’s damage, strengthens her Daze generation, simplifies her build requirements, and provides one of the most impactful team-wide buffs currently available within the Stun category.

That said, it isn’t mandatory.

Norma remains a strong character without it, and free-to-play players can absolutely succeed using alternative W-Engines.

If Norma is going to be one of your main characters for the foreseeable future, I think Head Lackey is a fantastic investment.

If you’re primarily focused on collecting future agents, saving your Polychromes is still a perfectly reasonable decision.

For dedicated Norma players, though, this is exactly the kind of signature weapon that genuinely feels worth owning.
